U.S. Space Force forms a New Ground Management Agreement for MEO MWT Launch and Operations

Summary: Space Systems Command’s Resilient Missile Warning and Tracking (MWT) Medium Earth Orbit (MEO) program office awards a ground management and integration agreement to support space vehicle launch and operations.

EL SEGUNDO, Calif. – U.S. Space Force’s (USSF) Space Systems Command (SSC) has awarded a follow-on contract for a new Ground Management and Integration (GMI) agreement on Mar. 17, 2026, to Kratos Technology & Training Solutions, Inc. in support of Epoch 1 and Epoch 2 space launches and operations for the Resilient Missile Warning Tracking (MWT) architecture in Medium Earth Orbit (MEO).

Through a cost-reimbursement Other Transaction Authority (OTA) agreement, valued at $446.8M, the GMI agreement’s primary purpose is to facilitate launch, operations, and provide accurate real-time information to decision-makers. 

“Working with our mission and industry partners, we’re excited to deliver an innovative and resilient Missile Warning and Tracking capability from MEO that will protect our nation, allies and joint warfighters from emerging threats,” said USSF Lt. Col. Brandon Castillo, SSC’s System Delta 84 (SYD 84) Epoch 2 system program manager.

SSC’s Resilient MWT MEO program under SYD 84 is focused on the rapid acquisition of robust infrared sensing technology and integrating it into an entirely new satellite constellation in MEO. The system is designed to detect and track a range of threats, from large, bright intercontinental ballistic missile launches to dim, maneuvering hypersonic missiles; integrating it with the broader national missile defense architecture.

Through robust, mission-aligned partnerships between SSC and industry, this critical milestone combined iterative engagement strategies with numerous industry exchanges, and tailored one-on-one discussions which were essential to the swift and successful completion of the award.

“This award exemplifies Space Force initiatives to more aggressively establish an agile acquisition strategy up front to achieve speed, performance and maximize teamwork, not only between the contracting officer and program manager, but with industry as well,” said USSF Lt. Col. Joe Silvio, SYD 84 GMI program manager.

“The Resilient MWT MEO program truly exemplifies recent acquisition reforms. We are awarding competitive contracts to multiple vendors to mitigate against any future sustainment vendor lock issues and utilizing the Middle Tier of Acquisition for speed and agility to rapidly field capabilities and keep pace with emerging threats,” said USSF Col. Michael Rupp, SYD 84 system program director.
