Facilitates gov-to-gov cooperative agreements, gov-to-gov personnel exchanges, gov-to-non-gov-agreements through International Security Cooperation Agreements to deliver warfighting capabilities/enhance resiliency, build allies’ capability, and counter adversarial influence. Provides Foreign Visit Support for Key Leader Engagements.

Foreign Military Sales | Building Partner Capacity                                        


Organizes, trains, and equips (OT&E) SSC’s Foreign Military Sales (FMS) and Building Partner Capacity (BPC) enterprise. Provides Financial Management Authority for all SSC FMS/BPC funding.
Enables interoperability and strengthens security partnerships with allies. Guided by Space Export Baseline (SEB) -- DAF position on export of space capabilities.

Strategy and Plans Division


Coordinates with C-FLDCOMS. Synthesizes Command, National, and HHQ guidance into effective space partnership strategies. Identifies, coordinates, and supports international Key Leader Engagement opportunities. Serves as SSC/IA liaison to: SAF/IA, USSF/S5, FLDCOM/IA, C-FLDCOMS, and SWAC. Develops and assists in strategy development centered around international partners, architecture, and capabilities.
